Deploying the UK’s EV infrastructure smarter and faster
A guide to future-proofing charging infrastructure for CPOs and local authorities

Challenges include:
- Outdated civil engineering methods
- Inflexible installation models
- High lifecycle costs that threaten to slow down progress
This study explores the key infrastructure challenges facing the sector, and how to deploy EV infrastructure smarter and faster.

The state of EV infrastructure today
The EV market is booming, and with it comes a growing demand for public and private charging networks.
CPOs and local authorities must respond quickly. However, they’re often hampered by inefficient processes and legacy infrastructure.
Common pain points include:
- Long lead times due to wet concrete curing and manufacturer dependencies
- High excavation costs and the need for repeat civils works during upgrades
- Trip hazards and safety risks at incomplete sites
- Limited flexibility in charger replacements or network scaling

Why traditional installation methods fail the future
Traditional charging foundations typically rely on bespoke concrete bases tied to specific charger models. These come with a host of issues:
Costly delays
Waiting for manufacturer-specific foundation designs extends project timelines
Inflexibility
Once installed, charger units can’t be easily upgraded or replaced without major disruption
Public disruption
Extended civils works result in closures, hazards, and safety risks
Environmental impact
Wet concrete solutions increase emissions and material waste
At the end of 2023, approximately a third of 114 approved EV charging areas had yet to meet DfT’s original ambitions to have six ultra-rapid charge points. NAL's Universal EV Foundation is a transformative solution built for the future. It simplifies installation, reduces costs, and enables rapid upgrades as charging technology evolves.
Engineered for speed, safety, and long-term value, highlights include:
One modular base fits all manufacturers. Adapter plates are designed to match each charger footprint.
Foundations can be installed at the civils stage, sealed with a pedestrian plug, and left ready for charger placement.
Built-in duct entries and improved cable access streamline installation and maintenance.
Swap out chargers in hours rather than days by simply replacing the adapter plate.
“At NAL, we are always looking at how we can innovate within the EV infrastructure sector. Our products are designed to standardise, future-proof and speed up construction at site level – and the results we see with CPOs speak for themselves.” Chris Rimmel, EV Infrastructure Sales Manager, NAL

The business case for universal EV foundations
For CPOs, choosing NAL’s Universal EV Foundation is a strategic decision as well as a technical one. Our solutions have been developed in alliance with market leaders – allowing them to tackle their key EV infrastructure challenges head-on.
For example, the solution enables:
- Reduced total cost of ownership
No repeated excavation, minimal traffic management, and lower maintenance budgets. - Accelerated deployment
Civils works are decoupled from charger supply timelines. - Eliminated downtime
Fast replacements mean reduced disruption and increased network uptime. - Future scalability
Add units, upgrade technology, or change manufacturers without redesigning the site. - Supported sustainability goals
Shallow install depth and use of retention sockets reduce emissions and waste.
The number of public charge points in the UK has grown from 28,460 at the end of 2021 to 53,865 at the end of 2023 and more than 73,000 by the end of 2024. Since March 2024 the public network has grown by 29%. Source - https://www.zap-map.com/ev-stats/how-many-charging-points
Futureproofing strategies for CPOs and local authorities
As our national EV infrastructure continues to accelerate at pace, the solutions implemented today must also meet the demands of tomorrow. Future-proofing considerations should cover scalability, growing power demands, and speed of roll-out and maintenance.
We recognise these requirements, and our approach supports:
Higher power requirements
From standard AC to ultra-rapid DC charging
Urban and rural adaptability
Compact, shallow-depth systems reduce disruption in both dense and remote areas
Lifecycle planning
Easily maintain and upgrade assets across multiple technology generations
Safe public access
Pedestrian plugs maintain open walkways until final installation

Real-world success stories
NAL is already playing an active role in supporting the UK’s EV infrastructure upscaling. Our solutions are now proven in the field in on-street, car park, motorway, and forecourt deployments across the UK.
The below is just a small sample of projects we’ve supported – on-time, on-target, and with highly satisfied CPO and local authority customers.
The fixing down of the units was much simpler and quicker as previously we would have to mark the concrete drill and insert chemical anchors which need to be spot-on to line up with the cabinets. Wiring and connecting was easier due to the access chambers. Before using the NAL system we would have to feed the cables into the charger as they are being lowered into position. With this, we can install the chargers then put the cables in after. Source - Andrew, Electrical Designer
Beyond chargers: an integrated infrastructure ecosystem
While the charger itself is the first product most people typically associate with charge points, it takes a full suite of below and above ground solutions to deliver fit-for-purpose EV infrastructure.
At NAL, we’ve developed an EV-ready ecosystem to support every aspect of a charging deployment. These complementary systems provide complete, future-proofed solutions for modern EV charging networks.
“From the big-picture perspective, NAL offers the full package. Our products provide proven compatibility, and are used with the likes of ABB, Alpitronic, Tritium, Kempower, Rolec and more. We work alongside OEMs to ensure seamless integration, and our support offering is comprehensive. With 30+ years of experience delivering infrastructure solutions for highways, transport, and EV, NAL is a partner you can trust.” Ryan Churchill, Head of Sales, NAL
